I’ve pondered if a “Tool swap” site could work where people could post extra tools they have and a list of tools they need, and people could trade with each other.

I like that idea, but it would probably be like posting a Craigslist ad and saying you’ll consider trades.
However, I think this could work if you set up something like a loaner tool app, where people could basically do what car part stores do, but with a one-time fee and a little extra for delivery. Basically, someone pays X to rent a tool from an owner, Y to have the owner bring it over and pick it up, and they agree that their card on file will be charged for the full replacement if they damage it.
Hell, extend it to people willing to rent out driveway/garage space at a daily rate to someone who wants to do maintenance themselves but can’t because they live in an apartment or somewhere with really restrictive rules.

I'm thinking it would be good for those tools that you use once then rarely again. Like a brake caliper retractor tool for a car you don't own anymore.
